Why Every Cannabis Cultivator Needs to Understand Water Activity – Cannabis & Tech Today

For much of its history, cannabis cultivation has been equal parts science and intuition. Experienced growers learned to “read” their plants, assess drying rooms by feel and rely on visual cues and personal expertise to determine when a harvest was ready for the next stage of processing. While these practices helped build today’s cannabis industry, they were developed in an environment where regulatory expectations, product standardization and quality assurance requirements were still evolving.

That environment is rapidly changing. As federal rescheduling moves closer to reality, international markets continue to expand and regulators increasingly focus on consumer safety, cannabis is beginning to resemble other highly regulated industries such as pharmaceuticals, food manufacturing and consumer packaged goods. In this new landscape, subjective decision-making will increasingly give way to measurable, repeatable and scientifically validated processes. One of the most important – and most frequently misunderstood – measurements in that transition is water activity.

Water activity, commonly expressed as “aw,” influences virtually every aspect of cannabis quality and stability. It affects microbial growth, drying and curing performance, terpene preservation, shelf life, product consistency and regulatory compliance. As the industry moves toward GMP-driven manufacturing standards, understanding and controlling water activity will become essential for cultivators seeking to compete in a more sophisticated marketplace.

Moisture percentage does not tell the whole story

Many cannabis operators are familiar with moisture content, which measures the total amount of water contained within plant material. While moisture content remains important, it does not tell the complete story about product stability or microbial risk. Water activity measures something fundamentally different: the amount of unbound water available to support biological and chemical activity.

A useful analogy is a sponge. A sponge may contain a significant amount of water, but if most of that water is trapped within its structure, relatively little is available for microorganisms to use. Conversely, a small amount of freely available water on a surface may create ideal conditions for microbial growth. This explains why two cannabis samples can have identical moisture content yet exhibit dramatically different water activity readings and stability profiles. Because microbial growth depends on available water rather than total water, microbiologists, food scientists and regulators routinely prioritize water activity as a more meaningful predictor of product safety and shelf stability.

The basics of water activity

Water activity is measured on a scale ranging from 0.00 to 1.00. Pure water has a water activity of 1.00, while completely dry materials approach 0.00. The measurement reflects the amount of water available to participate in biological, physical and chemical processes.

Water activity is closely related to equilibrium relative humidity (ERH). When a product is placed within a sealed environment, moisture migrates until the air and product reach equilibrium. The resulting relative humidity can be used to calculate water activity. For example, a product in equilibrium with an environment at 60% relative humidity has a water activity of approximately 0.60.

A familiar example can be found in food preservation. Crackers remain crisp because they possess low water activity, while fresh fruit has significantly higher water activity and spoils much more rapidly. Both products contain water, but the availability of that water largely determines their stability over time. Cannabis behaves similarly. Water activity provides insight not only into the current condition of a product but also how it is likely to perform during storage, transportation and retail display.

Why water activity matters

Water activity is one of the primary drivers of microbial growth. Bacteria, yeasts and molds require available water to survive and reproduce. As water activity decreases, microbial growth becomes increasingly restricted. Most pathogenic bacteria struggle to grow below approximately 0.90 aw, while many molds and yeasts become inhibited as water activity approaches 0.65 aw. Although some xerophilic molds can survive at lower levels, reducing water activity remains one of the most effective methods for limiting microbial activity.

This distinction carries significant implications for cannabis operators. A batch of flower may successfully pass microbial testing on the day it is sampled yet still develop microbial problems later if water activity remains uncontrolled. In other words, passing a compliance test provides only a snapshot in time. Water activity provides a more predictive measure of future product stability.

The role of water activity in drying and curing

At its core, drying is the process of controlling water movement within plant tissue. The objective is not simply to remove moisture but to achieve a stable equilibrium that preserves quality while minimizing microbial risk.

Under drying creates obvious concerns. Excessive water activity can support mold growth, reduce shelf stability and accelerate product degradation. However, over drying presents its own challenges. Excessively dry cannabis flower often exhibits reduced aroma, diminished terpene content, brittle structure and an inferior consumer experience. Valuable volatile compounds can be lost, leaving products that feel stale long before they reach the retail shelf.

Water activity provides cultivators with an objective method for identifying optimal drying endpoints rather than relying solely on subjective observations. By measuring available water rather than simply estimating moisture levels, operators can make more informed decisions throughout the drying and curing process.

Protecting terpenes, cannabinoids and product value

Water activity affects far more than microbial growth. Excessive moisture can accelerate unwanted chemical and enzymatic reactions that contribute to product degradation over time. Elevated water activity may increase oxidation rates, promote the breakdown of sensitive compounds and diminish overall product freshness.

For premium cannabis products, these effects can be particularly costly. Terpenes are highly volatile compounds that contribute significantly to aroma, flavor and consumer perception. Improper moisture management can accelerate terpene loss during storage and distribution, reducing both product quality and market value. Effective water activity control helps preserve the chemical profile cultivators worked so hard to produce in the cultivation room.

Freshness is becoming a competitive advantage

Today’s cannabis consumers are increasingly sophisticated. Product quality is no longer judged solely by potency. Aroma, flavor, freshness and overall experience play an increasingly important role in purchasing decisions.

As markets mature, freshness is becoming a meaningful competitive differentiator. Consumers are gravitating toward products that maintain their sensory characteristics from harvest through consumption. Water activity serves as a critical component of this equation. Proper control helps preserve product integrity throughout packaging, distribution and retail storage, ensuring consumers receive products that accurately reflect the cultivator’s original intent.

Consumer safety and regulatory risk

Beyond quality considerations, water activity has direct implications for compliance and risk management. Microbial contamination remains one of the most persistent challenges facing cannabis operators. Failed compliance tests can result in destroyed inventory, lost revenue, product recalls and significant reputational damage.

As regulators increasingly prioritize consumer safety, operators should expect greater scrutiny of manufacturing controls and stability management practices. Water activity provides an objective, scientifically recognized metric for managing these risks. In a future regulatory environment that may increasingly resemble FDA oversight, operators who lack robust moisture control programs could find themselves at a significant disadvantage.

Precision matters more than ever

For decades, many cultivators have relied on traditional methods such as the “stem snap” test to determine whether flower is adequately dried. While experienced operators can often achieve reasonable results using these techniques, they remain subjective by nature. Two individuals may reach different conclusions when evaluating the same batch.

Water activity eliminates this uncertainty. By establishing measurable drying endpoints and objective quality standards, cultivators can improve consistency across harvests, facilities and production teams. As cannabis manufacturing scales, this level of precision becomes increasingly important.

Water activity is already a widely accepted control parameter throughout food processing, pharmaceutical manufacturing and nutraceutical production. These industries rely on measurable critical control points to ensure safety, consistency and regulatory compliance.

Good Manufacturing Practice (GMP) systems are fundamentally built upon data-driven process control. Water activity aligns naturally with this framework because it provides a quantifiable metric that can be monitored, documented and validated. As cannabis operators move toward GMP compliance, water activity is likely to become a foundational component of future quality management systems.

Preparing for federal rescheduling and FDA oversight

While the exact regulatory implications of federal rescheduling remain uncertain, one trend appears increasingly clear: expectations surrounding documentation, validation and quality assurance will continue to increase.

Future cannabis regulations may place greater emphasis on stability studies, shelf-life determination, process validation and risk management. Water activity supports all of these objectives by providing actionable data regarding product behavior over time. Operators who begin implementing water activity monitoring today will be better positioned to adapt to tomorrow’s regulatory requirements rather than scrambling to catch up once new standards arrive.

Beyond compliance, water activity creates opportunities for operational improvement. Quality data can be transformed into actionable business intelligence that enhances process control and decision-making.

Operators who consistently monitor water activity often gain better visibility into drying performance, storage conditions and product stability trends. This can translate into fewer testing failures, reduced inventory losses, improved forecasting and more predictable product performance. In an industry where margins remain under pressure, these operational efficiencies can provide meaningful financial benefits.

Creating a defensible competitive edge

The cannabis industry’s future belongs to operators who embrace data-driven cultivation and manufacturing practices. Water activity is not merely a compliance metric – it is a tool for creating consistency, protecting quality and improving operational performance.

As institutional investment increases, mergers and acquisitions accelerate and international trade opportunities expand, sophisticated quality systems will become increasingly valuable. Companies capable of demonstrating robust process control and product consistency will be better positioned to attract investment, enter new markets and build enduring brands.

The future of cannabis will be measured

Cannabis is evolving from an agricultural industry into a regulated manufacturing industry. Success will increasingly depend on an operator’s ability to measure, monitor and control the variables that influence product quality and safety.

Water activity sits at the intersection of quality, compliance, consumer safety and profitability. Cultivators who understand and control it will be better positioned to meet future regulatory requirements, preserve product value and deliver the consistency consumers increasingly expect.

In the coming era of GMP-driven cannabis production, water activity will not simply be another quality metric. It will become one of the foundational measurements that define product success.
